The mobile theme on lemmy.world is Voyager. You can see it linked on the lemmy.world sidebar. Voyager is just a web app, so it can be hosted by instances as a mobile UI.

Lemme used Voyager as its mobile view, not the other way around. They implemented Voyager as a better alternative to the native original view

Voyager is open source and always has been. Voyager can be hosted as a website or used as a standalone app. lemmy.world is running a Voyager server for their mobile site. It’s not a fork, just an instance.

Many Lemmy instances have a mobile view like m.lemmy.world that use voyager or other FOSS self-hosted lemmy front ends. This is to provide a convenience to their users, and voyager provides a setup that makes this easy for instances to implement.
