If Latin America was being invaded by Russia then that is where the US would be spending the money. So I don’t think he actually wants what he is asking for.
Considering how many times Latin America has been invaded by the US, I seriously doubt they would send aid instead on joining on the action against them.
Please review why money was spent there to invade, and then get back to us. (Hint: It was because someone else threatened the US “interests” (yes, the quotes are because most of those interests were profits for private corp.s but still))
